Process to Enable V78 and A78 Products within Swift

Overview of the process to enable base and custom products necessary for 1# Waiver Initiative.

IMPORTANT!

To ensure a seamless transition, customers must authorize these new gasoline product codes for the applicable terminals or the products are not loadable under the rack.

Base Products

  • V78 SUB OCT UNL
  • A78 PREM 7.8 RVP

Custom Products

The EPA will remove the 1-psi Reid Vapor Pressure (RVP) waiver for E10 gasoline, promoting year-round E15 fuel sales. Subsequently, ONEOK will offer 9.0-pound and 7.8-pound gasoline grades from March 1, 2025 to September 15, 2025 in SD, NE, MO, IL, IA, MN, WI, ND.

Below is the Refined Products customer-required, multi-step process of enabling the products.

ONEOK has created Location/Product Codes for both V78 and A78.  If customers have proprietary codes, ONEOK Product Services will reach out directly.

Step One

Enable via Swift Self Authorizations.

        • Please note, these base products will not be loadable until ONEOK Refined Products tanks have book stock inventory or if appropriate, Product Authorizations have book stock inventory.

Step Two

Enable via Swift Supplier Authorizations.
  • After base and generic product codes are enabled, users need to authorize suppliers in order to load inventory under the rack.

Three decisions to consider when authorizing:

1. Authorizing only Base Product Authorizations (A78 and V78)

2. Authorizing only Custom Product Authorization (not authorizing base products to be loaded under the rack, only the custom products)

3. Authorizing both base products and custom products. 

Step Three

Suppliers need to edit the Authorization Sequencing to establish the sequence for Suppliers to know what Inventory Owner you are buying the product. 

Step Four

Add Products by editing Customer Authorizations.
    • Things to Note:

      • This process is most likely adding these new product codes to an existing Customer Authorization, rather than starting a new Customer Authorization setup altogether.
      • These are Product-Specific Authorization Types; any other type (Unlimited, Limited, Monthly, Weekly, etc) do not need editing as it is already approved for all product grades that are enabled.
      • Any other edits on the existing authorization outside of adding these Products, please utilize shipper services at ShipperServices@oneok.com.

Step Five, if Applicable

Any TABS authorizations should be handled and communicated directly with DTN that needs the new PIDX codes.  How to find PIDX codes in Swift.
